Abstract

All kind of expectations have been created by the enactment of the Act 1480 of 2011 in Colombia. While some expect a magic solution to all of their problems, others believe it has destroyed the little protection consumers had. This investigation, composed by different papers, pretends to study the new Consumer’s Statute, in order to conclude which are the real changes introduced by the Act in the Colombian liability system for producers and suppliers. In the first of our papers, we will refer to the scope of application of the new law, trying to answer some questions as: to whom shall be the new law applied? How should the Act be applied? What changes do this represents in the Colombian liability system for producers and suppliers? How does it affect the other existing regimes in our system? We will try to find out.
