The competences distribution in the new design of the European Union: from the Single European Act to the Treaty of Lisbon

Abstract
This article deals with the raging issue regarding to the competence system applied by the community law of the European Union, as regards to the development of the competences distribution in accordance with the evolution of the European integration process. The distribution of competences will be analyzed under the perspective of the founding instruments of the Union and the review will focus on the job of Community legislators that should, in turn, express the common will of the member States at the same time that is in accorded with the objectives set forth in the rules of the original law. It is intended with that work to analyze how the evolution of the process has impacted on the formulation of the Treaty of Lisbon in the communitary competences field
