Abstract

The present article seeks to establish which is the international and legal level of advancement of the right to human development, understood as the right that synthesizes and integrates the human rights and reinforces its indivisibility and interdependence. Through the description of its origin, evolution, main obstacles and the presentation of the opinions of different authors on its legal effectiveness, this article concludes that the right to development has biding force in a Constitutional State which demands the consecration and the satisfaction of the substantial justice, referred to the fundamental rights.
