Definitions of forced displacement victims’ population on public policy actions in Medellin

Abstract

This article sets out the definitions of forced displacement victims and victims subject of public policy attention in Medellin`s municipality on actions enforcement, specifically within the component of the restoration of the social-economic rights such as: health, education, housing, food and employment; to achieve this, it first comes up to the notion of ‘definition’ in public policies, as a relevant concept within the construction of the agendas, features that a problem should present to be considered as public; then, it sets out definitions that the victims make regard to the enforcement of public policy actions in Medellin
