Abstract
This paper aims to present the relation between the academic elaboration of a public policy and the explicit realities in the process of its inclusion in a formal political agenda. The case of analysis is the city of Medellin, which unique approach to an international cooperation public policy was approved by the legislators and brought to reality taking into account multiplicity of actors. The author concludes this case can be explained from external initiative and mobilization, which are two techniques included in Medellin’s agenda. The paper combines theoretical and practical information provided by the local government, social actors and administrative agents, who are involved in the public policy creation and its posterior inclusion in the formal agenda. Further study analysis in the process of implementation would be required.
