Abstract

The discourse of development has been linked to political, economic and social change of the last 70 years. With the appearing of Information and Communication Technologies, the number of perceptions of an ideal way of development has increased, which are now directly linked to the interest of sustainability and the advertising of democracy. Development continues, and will continue, to be the ideological paradigm to suggest the public policies around the world, ignoring all the so-called democratic models, as it is evidenced by history. It is a concept dependent on the power, interests and socio-political behavioral premises, which are as wide as the available languages to interpret such a concept.
