Abstract
This article seeks to understand the scope of performance measurement schemes for local governments in Latin America, which emerged in the 1990s and aim to become performance measurement systems. The article places special emphasis on performance measurement schemes that regulate intergovernmental relations in the region. Understanding the scope of these schemes involves revealing the conceptual basis that guided their design and implementation, their typologies, and their attention to measuring state capacities (administrative, extractive, and coercive). The impetus provided by New Public Management to these performance measurement schemes disappeared with the reforms of progressive governments. However, the schemes persisted in their measurement dimension, aiming to compare and differentiate government results in a more or less objective manner. The pending task lies in measuring to support and achieve effective improvements in local management.
