Abstract

In this paper the author criticizes the general idea of thinking democracy in electoral terms; indicates three diRerent stages of democracy: the conditions (liberties), the elections and the democratic government, properly said. He says that government can be elected by democratic processes but, once in power, not to govern democratically. He proposes 23 indispensable characteristics of democracy and sustains that without them it is not right to speak of democracy.
