Abstract
This paper aims to determine the difficulties to change the functioning in one of the most famous and powerful bodies of the French national government: the Council of State. ftis institution represents the supreme administrative court in this country and, at the same time, works as the legal adviser of the government. ftis analysis began in the last months of 2010 during a two-month internship in this institution at Paris, which had the purpose to formulate concrete proposals for improving the performance of its administrative section by using the support tools of public policies.
