Abstract

The essential elements of democracy are freedom of access to information, respect for freedom of expression and the guarantee of the right to information. In this context, communication is attributed the role of strengthening democracy.

One of the purposes of communication is citizen participation in matters of public interest. The quality and quantity of publicly available information speaks of society’s democratic maturity and level of transparency.

The cybernetic model considers the organization of society based on an emerging commodity that is information.
