Establishing of a managerial political model in the institutions of health in developing countries: Case of Venezuela

Abstract
The political system of health in the developing coumries, being Venezuela one of them, shows a low institutional performance. That low performance is associated with the limitations of the basic processes of the institutions ofhealth. This situation gets worse when the policy oriemed to improve the health conditions of the population are not adapted to their real necessities, are not wel1 known ano they have not been evaluated. Adding ro that the fact that thc general and local context is not taleen in considcration at the time of generating strategies to improve the problems in public health. By such reason in order ro improve the raiseo situation, a policy - management model is developed, this relies in two experiences: a) the execution of projects in diverse health institutions ofVenezuela and b) the study of the European system of health, specia.lly the French system. The model comains three fundamental aspects: a) the evaluation of the policy, b) the evaluation of the institutional performance and e) the study and development of the medical project and the projects satellites. All the process is based on the effectivencss of the political health system, measured in its quality and its cover. Like a logical result, the establishment project is going ro cause a consensus. The consensus is going ro tum on the definition of the public health problems, the evaluation of the policy and the performance of the institutions of health, the adaptation of techniques of medieal cares and the agreement of the local political actors.
