The protection of street dwellers in the comprehensive health care policy

Abstract

The problem to be investigated consists of the protection of the homeless population from the health system and the new Model of Comprehensive Territorial Action (MAITE), and how this can be articulated with a government public policy proposal, in order to generate a real and effective access. The objective of the research is to explain the problems of the Comprehensive Health Care Policy (PAIS) and the MAITE at the time of implementation regarding the protection of street dwellers, from the perspective of human rights in the Health System Colombian. The methodology that was used was a documentary analysis based on the public policies to be implemented and the information from international entities that worked on the issue of universal access and coverage of the population from the promotion, prevention, care and rehabilitation. The most important finding is that there is the opportunity to carry out an implementation of public policies for street dwellers through the PAIS and its materialization in the MAITE, since at the moment there is no national social public policy for Street Dwellers.
