Guiding Principles of Social Policy in ‘Medellin Solidaria’ Program

Abstract
The article describes some of the most relevant characteristics of the Medellín Solidaría program, of the Development Plan 2008-2011 of the Municipality of Medellín and is analyzed from principles such as Human Development, Co-responsibility and Targeting, to try to deduce to what extent it is articulated with the purposes of a Social State of Law, enshrined in the Political Constitution of Colombia. This effort leads to clarify the antecedents of this form of State and to understand the complexities of assuming poverty as a social problem and its difficulties in proposing intervention strategies through government programs or social public policies.
