Governance in the Valle de Aburrá: development growth in Sabaneta

Abstract
The rapid urbanization and exponential growth of the population in large urban centers of Colombia has posed significant stresses on how planners meet their planning objectives. Despite the passage of Law 388 of 1997, a Colombian national law requiring every municipality to create a municipal master plan designating specific zones for development, Sabaneta is one municipality that has not fully complied with the regulations set by the law. Municipal planners in Sabaneta have allowed the private interests of developers to guide public planning objectives. This study examines the justification of municipal planners in allowing private interests to influence public planning objectives.
